Quick answer: For a Dubai tourist visa, only applicants from Pakistan, Iraq, Iran, and Afghanistan must upload a national ID card. GDRFA Dubai asks them for the card in addition to a photo and a passport copy. Other nationalities do not need it. Scan both sides in colour, and make sure the name matches your passport.
Who Must Upload a National ID for a Dubai Tourist Visa?
GDRFA Dubai's single-entry tourist visa service asks applicants from Pakistan, Iraq, Iran, and Afghanistan for a national identity card, as well as a photo and a passport copy. In October 2026, the General Directorate of Residency and Foreigners Affairs in Dubai listed three core documents for this visa: a personal photo, a copy of the passport, and, only for these four nationalities, a national ID card. The rule follows the passport you travel on, not where you live. A Pakistani citizen living in Saudi Arabia still uploads a CNIC or NICOP. A British citizen born in Iraq who travels on a British passport does not upload an Iraqi card. Applicants of every other nationality, including India, Bangladesh, the Philippines, Egypt, and Nigeria, are not asked for a national ID on that published list. GDRFA issues the tourist visa only through accredited tourism offices in Dubai, so your agency uploads the card for you. The government fee is AED 200 plus 5% VAT for 30 days.
Many visa blogs paste "national ID card" into a generic checklist for every country. That leaves Indian and Filipino travelers searching for an Aadhaar or PhilSys requirement that does not exist, and it leaves Pakistani travelers unsure whether the CNIC really is mandatory. This page answers both questions.
National ID Requirement by Nationality
| Passport nationality | National ID required? | Accepted card | Issued by |
|---|---|---|---|
| Pakistan | Yes | CNIC (Computerised National Identity Card) or SNIC; NICOP for overseas Pakistanis | NADRA |

| Iran | Yes | National Smart Card (Kart-e Melli) | National Organization for Civil Registration |
| Afghanistan | Yes | Tazkira (e-Tazkira electronic ID or paper Tazkira) | Afghan civil registration authority |
| India, Bangladesh, Philippines, Sri Lanka, Nepal, Egypt, Nigeria and all others | No | Not on the GDRFA tourist visa list | — |

Is a CNIC Required for a Dubai Visa From Pakistan?
Yes. A Pakistani passport holder applying for a Dubai tourist visa should upload a copy of their CNIC (or the newer Smart National Identity Card) issued by NADRA. Overseas Pakistanis who hold a NICOP can submit it in place of the CNIC. It is NADRA's national ID for Pakistanis living abroad. Tell us which card you are sending so we can label it correctly.
- Scan both sides. The back of the CNIC carries the address and the card's expiry details.
- The CNIC number must be readable. Blurred digits are the most common correction request.
- Children: minors under 18 usually do not have a CNIC. Submit the child's B-Form (Child Registration Certificate) together with a parent's CNIC. We confirm the current treatment before submission.
- Expired CNIC: renew it through NADRA or Pak-ID before you apply. Submitting an expired card is a common cause of delay.
Pakistani travelers also ask whether a bank statement is mandatory. It is not on the GDRFA tourist visa list. If an agency asks for one, that is the agency's own risk check and should be labelled that way, not presented as UAE law.
Iraq, Iran, and Afghanistan: Which ID Card Counts?
Iraq
Upload the Iraqi Unified National Card, the biometric card that replaced the old civil status ID and nationality certificate. If you still hold the older civil status ID (هوية الأحوال المدنية), send it, and we confirm before submission whether the authority accepts it for your application. Arabic-only cards are fine. Do not translate them yourself.
Iran
Upload the Kart-e Melli (National Smart Card) issued by Iran's National Organization for Civil Registration, front and back. If you have only the paper receipt for a smart card that has not yet arrived, tell us before you apply. Receipts are not always accepted.
Afghanistan
Upload your Tazkira. Both the electronic e-Tazkira and the older paper Tazkira are national identity documents. Paper Tazkiras are often handwritten, so photograph the page in bright, even light, and make sure the photo on the card is visible. Afghan applicants should also expect more document checks in general. A clean, complete file is the best way to avoid delays.
How to Scan Your National ID Correctly
- Use a flat, dark background so all four edges of the card are visible.
- Scan in colour at 300 dpi, or take a phone photo directly overhead without flash glare.
- Capture both sides and combine them into one PDF or JPG if your agency's form allows only one file.
- Check readability. Zoom in and confirm you can read the ID number, name, and date of birth.
- Keep the file small, under 1 MB per side, so the upload does not fail.
- Don't edit or crop the text. Any visible digital editing can get a file rejected.
What If the Name on My ID Differs From My Passport?
The Dubai e-visa is issued in the name exactly as it appears in your passport's machine-readable zone (MRZ). The passport is the master document. The national ID supports it.
- Spelling or transliteration differences (Mohammad vs Muhammad, Hussain vs Husain) are common and usually acceptable when the date of birth and photo match.
- Missing father's name or surname on one document is common for Afghan and Iraqi applicants. Tell us in advance so we can explain it in the submission.
- A different date of birth between the ID and the passport is a serious mismatch. Correct one of the documents before you apply.
- Name changed after marriage: make sure the passport and ID carry the same name, or send a marriage certificate as supporting evidence.
Common Reasons a File With a National ID Gets Returned
- Only the front side was uploaded.
- The card is expired, or expires before the travel date.
- The scan is cropped, blurred, or has glare over the ID number.
- The ID belongs to a family member, not the applicant. This often happens with family files.
- The photo on the passport copy is not visible, or the MRZ lines are cut off.
A returned file does not mean the visa was refused. It means the authority or the agency needs a corrected document, and the clock restarts. Getting it right the first time is the fastest route. We see the same patterns in our UAE visa rejection analysis, where incomplete files cause far more problems than nationality.
Cost and Processing Time
| Visa | GDRFA government fee (AED) | Dubai Tour Visa package (USD) | Typical processing |
|---|---|---|---|
| 30-day single entry | 200 + 5% VAT | 100 | 3–4 working days (agency estimate) |
| 60-day single entry | 300 + 5% VAT | 170 | 3–4 working days (agency estimate) |
GDRFA's service page showed an expected completion of 48 hours in October 2026. Our working estimate is 3–4 days for complete files, because it includes document checks. Additional security checks for some nationalities can take longer, and no agency can guarantee approval. The full fee breakdown is in our Dubai visa price 2026 guide.
